It is the responsibility of the employer to ensure that Health and Safety regulations are met. This may be the CEO of a large company, or a proprietor - it does not concern the building or premises owner, unless they fall into the previous categories.
Internal and external glass walls and doors to all non-domestic buildings must be assessed under a duty of care and the above regulations. Where necessary, the appropriate remedial works should then be implemented.
